"Pursuant to West Virginia code 18 31 8 F, which requires public school districts to charge an appropriate prorated share of students' HOPE scholarship fund based on the percentage of instructional services and activities provided by the school district," the superintendent explained, and the committee recommended Option 1 after weighing district costs.
Staff described sample invoices and example figures: about $722 per academic or CTE course under a sample calculation, $500 for football and band, and $300 for many other school-sponsored sports or activities per year. Administrators said the fee will be invoiced at enrollment and that families who do not accept HOPE funding (for example, homeschooled students) may participate for free.
The board voted to place the draft HOPE scholarship participation policy on the 30-day public comment calendar and asked staff to clarify the policy wording and invoice mechanics before final adoption.
