The City Council unanimously adopted an ordinance July 6 to replace Chapter 2 (Library) of the Sapulpa City Code, formally reestablishing the Bartlett‑Carnegie Sapulpa Public Library and creating a five‑member Bartlett‑Carnegie Sapulpa Public Library Advisory Board.
The ordinance (No. 2997) sets board composition (five mayoral appointees confirmed by council), staggered terms and limitations, duties as an advisory body, and limitations on binding authority. It also establishes a Library Fund for fines, fees and donations to be kept separate from the city’s general fund, and provides rules on acceptance and administration of gifts and bequests. The ordinance includes conduct rules for library premises and penalties for damaging or unlawfully removing library materials. The council acknowledged and accepted bylaws for the new Library Advisory Board; the vote was 10–0 with the emergency clause adopted.
The changes rebrand the prior Library Board of Directors as an advisory board and clarify the city’s role in managing donations, board appointments, conflicts of interest, meeting procedures, and public‑meeting compliance.
