Barrow County approves $21.6 million change order for Barber Creek wastewater expansion

Barrow County commissioners approved a $21,611,103 change order on Nov. 12 to expand the Barber Creek wastewater treatment facility to 1,500,000 gallons per day.
Staff explained the design is at the 80% GMP stage and reported that EPD approvals and required documents are in place. "We are asking tonight for the consideration and approval of change order number 1 in the amount of $21,611,103," a staff member said during the presentation.
The funding plan presented splits the cost across ARPA ($2,000,514), water and sewer bonds ($7,391,769), and water capacity capital fees (remainder reported as $11,000,705.80). The board approved the change order on a motion and second; the chair authorized execution of the documents necessary to move the project forward.
Staff said design work by Reeves and Young has reached an 80% GMP milestone and that required regulatory approvals were secured; commissioners did not request additional conditions before approval.
