The Planning Commission voted to approve a rezoning request for approximately five acres at 763 Manning Gin Road (rezone 2024-022) and to grant an associated variance for side setback encroachment, subject to staff recommendations.
Nearby resident Bonnie Guy opposed the request and asked why several outbuildings and what she described as a viable house were not reflected in county assessment records; she listed numerous barns, trailers and equipment on the parcel and questioned past permitting. In response, owner Cruz Oviedo said the front structure is an old horse barn he plans to remove and explained that restroom and viewing-area permits had been issued in the past for a rodeo event, but that full-time residential occupancy had not been permitted. Planning staff confirmed a permit had been issued for restroom/accessory structures related to the earlier rodeo use but not for full-time occupancy.
Staff explained the existing structure sits about one foot inside the required setback, prompting the variance request; commissioners approved the rezone and the variance by motion. The chair reminded the public that the same request will be heard by the Board of Commissioners on Oct. 8.
