The Barrow County Planning Commission voted to recommend approval of special use 2024-021 for 565 Rice Drive on Sept. 19, saying the request met staff-recommended conditions.
Applicant Megan Schwindler and her husband, Chris Osteen, told the commission the structure is a 30-by-30 metal building intended as a personal hobby shop, "not a business," and will match the house exterior. Osteen said the concrete pad for the building has been in place for three years and that the building extends about "4.5 feet" beyond the plane of the house where the front yard is measured; he described plans for two 10-by-10 garage doors and later permits to provide electrical service. Staff framed the request as a special use under UDC §89-218 to allow an accessory structure over 500 square feet in residential zoning and a variance to allow placement in the front yard.
Commissioner Lehi McDougall moved to recommend approval of both the special-use permit and the variance with staff conditions; the motion was seconded and the chair announced the motion passed. The commission noted that the item will be heard again by the Board of Commissioners on Oct. 8.
