A multi‑phase, mixed‑use request from Inline Communities drew the most extensive public hearing of the Sept. 10 meeting. The applicant sought a future land‑use change to Innovation Corridor and rezoning of about 40.04 acres (the county portion of a larger 95.41‑acre tract) for a mixed‑master plan development (MPD) that would include residential lots and neighborhood retail.
Developer representative Kenneth Wood walked commissioners through the concept plan and said the portion in Barrow County would include about 145 single‑family detached lots and nearly 20,000 square feet of neighborhood retail; he described planned amenities including walking trails, a clubhouse, resort‑style pool and pickleball courts. Family representative Matthew Reynolds urged support, noting the property's family ownership and community ties.
Several nearby residents raised opposition focused on traffic, the accuracy of a prior traffic study and the placement of main entrances—asking the board to enforce settlement‑agreement conditions and to ensure an updated traffic study tied to the submitted site plan. Opponents warned that unaddressed entrances would push to small local roads and create safety hazards. In response the applicant noted the unit count had been reduced below 250 (affecting access requirements), said they had submitted a traffic study and offered to dedicate right‑of‑way to facilitate future Freeman Johnson improvements.
Commissioners moved first to amend the future land‑use map to Innovation Corridor and then to approve the rezoning with staff and proffered conditions. During deliberations the board included staff condition number 5 (garage placement guidance) and a proffered condition (08/09/2024) limiting rental units to 7% with mandatory HOA management. The board also required an updated traffic engineering study and incorporation of its recommendations into the land‑disturbance permit. The motions carried.
