Board backs Phase 1 upgrades to community center — slide, shade, bleachers, lifeguard room and access control

Staff framed the project as a revenue-first capital approach: the community center generates roughly $540,000 annually across programs and passes, so investing in attractions could convert daily users into annual pass holders and support future lake and specialty projects. “We have approximately 755 annual passes… senior passes were 348 or 46% of our pass holders,” the staff member said while explaining why family-focused attractions were a priority.
The Phase 1 package totaled a preliminary $557,404 (staff said subphases would be removed to reduce cost). Specific near-term priorities the board authorized staff to pursue were a pool slide (selected model works in 3'6" depth), pool-deck shade structures on the east and west ends (removable panels for winter), permanent bleachers (48 seats per unit, two or three units under review), a lifeguard room to replace cramped storage space (about 20.6' x 15.5'), and access-control/secure check-in improvements. Staff said some funding could come from ~$1,876,444 in district reserves and roughly $120,000 of repurposed Prop 68 funds (state approval required). The board voted to authorize the general manager to seek permits, RFPs and quotes and to proceed under the general-manager authority on smaller items, but deferred security fencing for further study.
