OHA staff outline due diligence for proposed 170-acre Kahuku shoreline acquisition

Staff said partner organizations would provide stewardship expertise but that OHA would retain responsibility for overall property direction and beneficiary interests.
"I wanna emphasize that this is an OHA acquisition," a staff presenter said, adding that partners would provide specialized expertise and support but that the board would set the property's overall direction. Staff identified the Trust for Public Land and the North Shore Community Land Trust as partners and said procurement for due-diligence work will include an appraisal, environmental and cultural assessments, title review, and a risk and operations assessment.
The presentation linked the proposal to OHA's MIMO strategic plan; staff said they will evaluate the acquisition's potential to advance educational pathways, health outcomes and economic stability for beneficiaries. Trustees were told the project had reached a milestone when the Honolulu City & County Council unanimously approved Clean Water and Natural Lands funding for acquisition-related work.
No final decision was made; staff said they will return with a report and recommendation after completion of due diligence.
