The Barrow County Board of Commissioners on Oct. 8 approved a special-use request to allow a 900-square-foot metal accessory structure at 565 Rice Drive, subject to conditions limiting the structure to personal storage and prohibiting use as a residence or for business purposes.
Applicant Megan Osteen and her husband, Michael Osteen, told the board the 30-by-30 building would sit on an existing concrete pad and be painted to match the primary residence. "It is 900 square feet," the Oosteens said while describing the intended use as a workshop and storage space for a tractor and hobby car. Planning staff had recommended denial, while the planning commission recommended approval.
Commissioners debated the front-yard/side-yard interpretation before District 5 moved to approve the request with added conditions; the motion was seconded and carried. The board's conditions require materials and trim consistent with the primary residence and explicitly prohibit business operations and residential occupancy in the accessory building. The board closed the public hearing after hearing no opposition from neighbors.
The approval implements a special-use permit under the Unified Development Code; staff will add the board's conditions to the permit before issuance.
