The motion was moved by Councilmember Chris Carlson and seconded by Councilmember Craig Cyr. Councilmember Cyr added an amendment to include councilmembers in the policy; that amendment was approved unanimously. A friendly amendment extended the delivery deadline to the end of the second quarter of 2025. The amended motion passed 4–0 (Councilmember Harolyn Bobis absent). The minutes record that staff will draft processes and return to the council for review.
