Langley council narrows, keeps and replaces advisory commissions in 2025 restructuring

The council voted 4–0 to retain commissions required by state statute or that directly support 2025 council priorities — specifically Civil Service; Planning Advisory; Historic Preservation; Finance & Personnel Legislative; and Public Works Advisory. The motion, made by Councilmember Chris Carlson and seconded by Councilmember Craig Cyr, passed with Councilmember Harolyn Bobis absent.
In the same package, the council voted 4–0 to replace the Ethics Advisory and Lodging Tax Advisory commissions with administrative processes, a motion Carlson moved and Councilmember Rhonda Salerno seconded. The council also directed staff to develop clearer administrative procedures tied to the commissions restructuring and to collect written commission responses in the agenda packet.
The meeting record shows several councilmembers pressing for additional safeguards: Councilmember Gail Fleming suggested commission chairs interview prospective members, and staff (Meredith Penny and Randi Perry) were asked to provide input on implementation. Mayor Kennedy Horstman presided over the meeting, which was extended that day to 5:30 p.m. and adjourned at 5:32 p.m.
