Director Lana Payne presented 2027 capital and staffing requests intended to expand the Outdoor Services program. Payne said the board is requesting a new Outdoor Services Program Supervisor to be hired by January 2027 with a first-year fully loaded salary of approximately $81,000, three additional outdoor services workers at about $65,000 each, four trucks at roughly $77,500 apiece (including plows and safety equipment) and equipment purchases (trailers at $10,000 each, commercial mowers at $13,000 each).
Payne explained the program currently serves 386 households through GTCOA staff and 208 households through vendors (597 total), and that routes are filled by staff first with vendors taken from a wait list when needed. The board discussed the supervisory burden on the current supervisor, who oversees both a 7-person outdoor crew and a 12-person homemaker aide program, and concluded a dedicated supervisor is necessary to support the expansion.
