Planning commissioners agree to form small working groups to refine bylaws

"Small groups work very well," said speaker 2, urging the commission to use a core drafting team as it had in prior revisions. Chair (speaker 1) asked members to provide “a list of the stuff that is kind of of most important” ahead of meetings so the commission can prioritize definitions. Speaker 3, who identified herself as Stephanie Stumpson, said she and Jim would collaborate on a draft list and that she would post it for the commission.
Members focused on clarifying terms that have caused enforcement confusion, including whether words such as "may" or "shall" are appropriate. "When you're writing bylaws, you write as, like, a law book," speaker 2 said, arguing for firm wording so the bylaws are enforceable. Commissioners also used accessory structures (examples: sheds and treehouses) to illustrate how ambiguous language had created problems in the past.
Commissioners emphasized the need to align the town plan and bylaws so that the planning document's mission drives bylaw choices rather than ad-hoc fixes. "Write them from the mission of the town or the mission or the vision," speaker 5 said, urging the group to let the town vision guide wording. The commission asked that the working-group membership be identified and that drafts be circulated before meetings so the full commission can provide timely feedback.
