Planning Commission favors separate glossary project to clarify ordinance definitions

The East Manchester Planning Commission met July 28, 2026, and agreed that a comprehensive rewrite and consolidation of ordinance definitions should be scoped as a separate project for the 2027 budget cycle. Kate (S4) introduced the topic, noting the first area for review would be “chapter 103, the fire prevention and safety” provisions.
Staff (S2) and commissioners debated whether to adopt minor definition changes now and defer a full glossary overhaul. Staff asked for a rough cost estimate so the township could budget consultant or attorney time; S1 said, “So for the October budget time frame, September, whenever we start that, I think that… it would be helpful to have some kind of estimate if that's possible.” The commission settled on drafting limited, targeted definition changes while routing a comprehensive glossary to a separate scoping and budgeting process. Attorney Miller was asked to prepare proposed draft language based on the board’s recommendations.
Next steps: staff will prepare a cost‑estimate for the glossary project for inclusion in the 2027 budget and bring back draft definition changes for attorney review.
