Bridge work stalled by gas-line relocation; city reviewing inspection staffing options

City Manager Dan Jessen told the Council the Main Street Bridge project has not begun because relocation of a high‑pressure gas line is a prerequisite to roughly 90% of bridge construction; the contractor will not start its contractual clock until the gas line is moved. Jessen said staff are considering contingencies such as leaving gravel through the winter or asking the contractor to work overtime once a start date is secured in order to complete paving within the season.
Jessen also reported that Building Inspector/Code Enforcement Officer Keith Naylor has separated from city employment. He said the city is evaluating whether to contract building inspection services through Enoch City while hiring a part‑time planning/permit technician instead of replacing a full‑time position with full benefits. Permits remain accepted and Enoch City is providing interim support.
Council directed staff to continue contingency planning for the bridge timeline and to return with recommendations for inspection and permitting services.
