The Kingsbury County Board of County Commissioners on Jan. 20 approved contracts with Colliers Securities and Civil Design to advance a proposed Tax Increment Financing (TIF) district for improvements to 425th Avenue.
Toby Morris of Colliers Securities told the Board he will proceed to request bond closing documents from the bank if the project schedule holds. Andreq Kangas of Civil Design outlined an estimated timetable: finalize plans and bid documents for Highway Superintendent review this week, advertise for bids for two weeks starting next week, a possible bid opening on Feb. 15, 2026, and a potential award on Feb. 17, 2026. Chairman Kyle Lee initially deferred contract action pending legal review; after Deputy State’s Attorney Todd Wilkinson reviewed the documents and raised no legal concerns, the Board approved both contracts and authorized the Chairman to sign them.
County officials said the schedule would enable the county to move quickly into procurement and bonding, but decisions on awarding and bond closing remain contingent on the bid process and bank requirements. The approvals were recorded as unanimous motions in open session.
