Council reclassifies 100 North as minor collector to support future connections, 4–1

The Parowan City Council on May 28 adopted Ordinance 2026-07 to amend the Transportation Master Plan and reclassify the segment of 100 North from Main Street west to the planned 1000 West corridor as a minor collector. City Manager Dan Jessen said the change is intended to improve connectivity for anticipated development and to make the corridor eligible for state and federal funding programs.
Engineering review by Jones and DeMille Engineering confirmed reclassification would not exceed UDOT’s allowable ratio of minor collectors for the city, and the Planning Commission issued a positive recommendation. Council Member Lyle Barton clarified that the portion of 100 North east of Main Street is unaffected and remains a local road. The ordinance passed on a roll call vote with Rochell Topham, Lyle Barton, John Dean and David Burton voting aye and David Harris voting nay.
Councilmembers discussed funding implications and corridor preservation; adopting the minor collector designation positions the city to pursue additional funding for improvements should future development require it.
