Parowan council denies rezoning request for PCP Trust parcel, 5–0

The Parowan City Council on May 28, 2026 voted 5–0 to deny Ordinance 2026-06, a request to rezone Parcel #A-0026-0027-0000 from Agricultural (A-1) to Residential 3 (R-3). Mayor Mollie Halterman presided over a public hearing in which multiple neighbors urged the Council to reject higher-density zoning.
Neighbors, including Frank Lewis and Shelly Roy, told the Council they feared traffic congestion, water shortages and loss of privacy if R-3 density were allowed. Lewis highlighted a substantive zoning difference noted in the hearing record: under city standards R-3 can allow up to 13 dwellings per acre and permits duplexes, triplexes and fourplexes in certain configurations, compared with R-1's maximum of four dwellings per acre. Several speakers asked the Council to limit development to single-family homes or to require the applicant to return with an R-2 application.
City Manager Dan Jessen explained the application before the Council was for R-3 covering the entire parcel and noted the Planning Commission issued a negative recommendation for R-3 while indicating an R-2 application likely would have received a positive recommendation. Adam Allen, representing the applicant, confirmed the owner would be willing to return with an R-2 application. City Attorney Scott Burns and Councilmembers emphasized the Council was constrained to act only on the application submitted.
The motion to deny Ordinance 2026-06 was made by Council Member David Burton and seconded by Council Member Lyle Barton; roll call vote recorded Rochell Topham, David Harris, Lyle Barton, John Dean and David Burton voting aye. Ordinance 2026-06 was denied. The applicant may submit a new application for R-2 under the city's processes.
