Commission renews residential use permit at 141 1st Ave E with inspections required

The Jerome City Planning & Zoning Commission on June 9 renewed a Special Use Permit for residential use at 141 1st Avenue East with explicit conditions including required fire and building inspections and an occupancy permit.
City Planner Ida Clark recapped the file: the SUP was originally approved in 2022 to allow residential use and was renewed in 2024 while required remodel work continued. Clark said the Building Department has no record of construction plans or an approved occupancy for residential use even though the applicant reported prior informal permission from a previous building official.
Applicant Juan Gonzalez arrived during the hearing and told the commission he believed a prior building inspector had allowed occupancy and that he provided plans to the previous official. Gonzalez said he had installed two egress windows and had made modest basement repairs. Clark told commissioners the building and fire departments requested an inspection to ensure life-safety requirements are met.
Commissioner Paul Johnson moved to approve the SUP renewal limited to a single dwelling unit with conditions: obtain a fire and building inspection and an occupancy permit; comply with applicable city department requirements; and the SUP will be issued for three months then become permanent as a single dwelling unit once the occupancy permit is obtained. Commissioner Jeff Schroeder seconded the motion; the vote was 4–0 in favor. Clark said staff will work with the applicant to permit occupancy while any needed corrections are completed.
