Resident asks for ISG deliverables and questions $40,000 pre‑construction cost and duplicate city studies

A district staff member, identified in the record as Scott, responded that ISG has not produced final drawings because the site’s classification — whether it sits inside the city or the county — has not been resolved and that staff had only “put a mild concept together.” Scott said he would check on the wetland delineation report. Zwert said she worried annexation would trigger another city study that might duplicate work already paid for by the district and asked for more precise deliverables and cost information.
The board did not provide the requested deliverables at the meeting; trustees agreed to follow up with the city and with district staff to clarify what studies exist, who paid for them and whether the city can use reports the district paid for.
