During public comment a resident urged the board to adopt a blanket policy requiring all departments to create separate funds for earmarked state, federal and philanthropic revenues so they cannot be commingled with operating cash. The commenter said similar problems have appeared in other county projects and praised the board for increased fiscal scrutiny.
Angela (online commenter) said lack of transparency invites misuse and encouraged the board to act. Kyle Bill, executive director of Kanokitai Native Wellness, defended his organization’s work, said it is rooted in long-standing local lineage and offered supervisors visits to see prevention programming and outcomes in Lakeport.
Board members acknowledged the broader policy concern and instructed staff to work with the CAO to establish a separate OSF fund and consider whether a county-wide policy is warranted.
