Residents clash over Dakota Dunes Boulevard speed change and golf-cart access

Darrell Langley, a Dakota Dunes resident, said he did not learn the Boulevard speed limit had been lowered from 35 mph to 25 mph and urged better notice to the community. "I was not aware of the Dakota Dunes Boulevard speed limit changing from 35 mph to 25 mph and would have liked to see more communication and visibility from the Dakota Dunes CID regarding the change," Langley said.
Other residents offered differing views. Larry Wiese said the lower limit "would provide safety for both drivers and pedestrians as it increases visibility and encourages drivers to slow down at cross walks." By contrast, Greg Card noted the community's size and number of golf carts — "over 4,000 residents with 250 registered golf carts" — and said reducing the speed limit is not a good solution for golf-cart access. Trevor Jackman added that he believes golf carts are the most dangerous element on the Boulevard. Board Supervisor Julie Shanafelt responded that the CID follows South Dakota publishing laws and posts minutes and notices in local newspapers and on the Dakota Dunes website.
The Board postponed further consideration of the Dakota Dunes Boulevard speed-limit change until after the 2026 South Dakota Legislative Session; it said any additional discussion would resume in spring 2026. The postponement leaves open both legislative and local options for addressing golf-cart access and pedestrian safety.
