Israel Enriquez, Fifth District Treatment Court Manager, told the committee that Idaho’s network includes roughly 70 treatment courts in 38 counties covering felony drug, DUI, mental health, veterans and juvenile specialty courts. He said the courts target high-risk, high-need repeat offenders and that participants are supervised, tested, and subject to judicial decisions on sanctions and graduation.
Enriquez provided outcome figures, saying treatment-court participants had a 31% recidivism rate compared with a 55% rate under traditional Idaho Department of Correction supervision; he also said mental-health courts reported a 57% graduation rate over the past decade. He argued those outcomes reduced public-safety risk and state costs by keeping participants under structured supervision.
