Mrs. DeAnna Johnson of Midnight Rider Consulting told the council on July 14 that her firm has spent about 2.5 years pursuing grant and legislative strategies for the City of Morrow, and highlighted two legislative tools—Community Improvement District (CID) and Tax Allocation District (TAD)—passed in the 2024 and 2025 sessions to support redevelopment and infrastructure financing.
Mrs. Johnson said the firm's grant work led to several awards and strongly emphasized the role of support letters from state legislative members. She cited an approximately $500,000 Georgia Department of Natural Resources Outdoor Stewardship Grant and a Recreational Trails match of up to $200,000, and noted enrollment in the GMA/UGA Main Street Program and work toward Opportunity Zone designations and a Southlake Mall historical nomination as ongoing initiatives. Former State Senator Jeff Mullis joined the presentation and said the team is working on speaker arrangements for a Veterans event and exploring a new Veterans Memorial opportunity.
