Staff emphasized the safety-improvement potential at the 340 Lou DeWitt intersection and said the project would tie into other planned pedestrian and roadway improvements. The resolution passed with an abstention recorded from a council member who disclosed VDOT employment; staff said both applications are 100% grant funded and would be included in the six-year improvement plan if awarded.
