La Cygne advances major water and sewer upgrades with federal grants and local approvals

The La Cygne City Council on Dec. 18 moved forward on multi-agency infrastructure plans, approving grant paperwork and a six-month time extension for the CDBG/EDA sewer program.
Grant administrator and engineers briefed the council about the status of the sewer, water and gas improvement packages. The council approved signing an EDA amendment required to allow additional engineering work and voted unanimously to sign a six-month extension request to cover outstanding tasks on the CDBG sewer/State Revolving Loan project. City Clerk Devona Herrin presented the extension and the motion to sign was approved 5-0.
Why it matters: the two-year portfolio of projects — sewer lining and manhole repairs, lagoon upgrades, river-pump fixes, and water-plant clarifications — is intended to reduce health and environmental risk and to bring aging infrastructure into federal- and state-compliant condition. Engineers said several bid packages are ready to advertise; the council scheduled a Dec. 30 workshop to review water-plant electrical proposals and media changes.
"We need to keep the project moving to avoid cost escalation," Council Member Sam Barber said during the session. The council authorized staff to complete grant forms and to accept engineering amendments necessary to move to bid.
