On May 6, 2026, the Tulsa Metropolitan Area Planning Commission voted 8-3 to recommend approval of ZCA-38, proposed text amendments to Section 20.080 of the City of Tulsa Zoning Code (Neighborhood Infill Overlay). Staff said the changes would add detached houses to eligible building types, expand NIO applicability to additional districts, and simplify lot and building regulations to encourage diverse housing forms.
Staff framed the amendments as responses to prior implementation lessons and outside reviews, including the AARP Tulsa Zoning Code Audit and the city’s Housing Strategy. Commissioner Bulmash supported the motion; Commissioners Craddock, Turner-Addison and Whitlock voted nay. The Commission’s recommendation will be forwarded to City Council for final consideration.
