An effort to rezone a property near West Edison Street and North 41st West Avenue to Commercial Shopping (CS) and to change its plan designation to Multiple Use — a move applicants say would enable a luxury RV park proposal — drew sustained neighborhood opposition at the Tulsa Metropolitan Area Planning Commission meeting on May 20.
Applicant Darnell Blackmon presented a rezoning request and a concurrent comprehensive plan amendment (CPA‑131) to support commercial uses on a roughly 3.8‑acre site that he said could accommodate about 55 RV units. Dozens of neighborhood concerns were raised during the public hearing: Kellie Pendleton, president of the Neighborhood Association, said neighbors circulated a petition opposing the RV park and argued Edison Street is narrow and unsuitable for heavy RV traffic; Joan Cmiel Wright, who lives adjacent to the site, said the proposed density and commercial intensity is "not compatible with the surrounding neighborhood character" and raised wastewater and safety concerns near schools and a local bike route. Several neighbors questioned the track record of property maintenance and asked why the owner had not invested earlier in the site.
Staff explained that approval of CS zoning would not permit an RV park by right and that a future special exception to the Board of Adjustment would be required for an RV park; staff characterized CS as a compromise that would subject any future RV‑park proposal to additional public hearings and site review. Commissioners discussed those tradeoffs and ultimately voted to continue both Z‑7860 and CPA‑131 to June 3, 2026, to allow the applicant and neighbors more time to negotiate optional development plan conditions. The continuance motion passed 5-2.
