Staff told the commission the optional plan would not change the underlying RS‑1 zoning standards and that allowing private streets is consistent with nearby development, noting the two subject lots had been acquired after the original subdivision. The applicant said neighbors and the applicant had agreed to allow adjacent residents key fob access to a gate. The motion to recommend approval was made by Commissioner Shivel and seconded by Commissioner Humphrey; the vote was recorded 7-0-0.
