Board holds first readings on three policies; telecom-device ban to return in November

At the Oct. 15 meeting the board conducted first readings of three policies slated for future adoption: Policy 4130 (Title I, Part A Parent and Family Engagement), Policy 4200 (Safe and Orderly Learning Environment) and Policy 3245 (Students and Telecommunication Devices).
Katie Chavarria said the Title I policy had only wording adjustments to align the policy with the needs of a small school rather than wholesale changes. For Policy 4200 trustees discussed procedural language, including a possible 48-hour notice provision and proposed staff availability windows; Rowdy LaFevers suggested staff be available half an hour before and after school to make that timeframe explicit.
Discussion of Policy 3245 focused on whether a telecommunication-device ban should also apply on school buses. Lisa Young said she "still believed the telecommunication devices ban should also be addressed on school buses." Chairman Donald Collins emphasized the district's obligation to honor special-education accommodations: "A student's IEP or 504 will always take precedence over the policy," he said. The board agreed to revisit Policy 3245 at the November meeting to allow more reflection and stakeholder input.
No policy was adopted at first reading; the session recorded questions and proposed edits that staff will incorporate before the second reading.
