Weybridge planners narrow Village Center in Act 181 mapping; River Corridors moved to revised map

The Weybridge Planning Commission on July 9, 2025 reviewed draft Future Land Use (FLUs) maps produced under Vermont’s Act 181 and decided not to designate the area around the Town Office, the old church and Cotton Library as a Village Center. Commissioners said the River Corridor covering part of that area makes the Town Office parcel unsuitable for Village Center designation and directed that River Corridors be included in a revised FLUs Draft #4.
Minutes note that Act 181 “changes the state-wide development focus from ‘project-based jurisdiction’ to ‘location-based jurisdiction’” and that local zoning regulations will continue to apply. The commission reached consensus to identify only one Village Center on Draft #4 — the area around the Wright Monument, Monument Farms Dairy, the Congregational Church and the School — which could then be eligible for relaxed Act 250 review and related initiatives. Danelle Birong, the Addison County Regional Planning Commission planner who assisted the commission, was thanked for adding River Corridors to Draft #3 and for briefing commissioners on the mapping implications.
Commissioners discussed the tradeoffs between encouraging housing near developed centers and protecting flood-prone River Corridor areas. They did not take a formal vote beyond recording the consensus on the Village Center location and the plan to produce Draft #4 that incorporates River Corridors. The commission noted that any future applications or regulatory changes would still be subject to local zoning authority and any applicable state review under Act 250.
