A Hutch representative who identified himself as a senior estimator said his company believed it was the low bidder by roughly $19,000 and asked the council to investigate why the city selected another company. "I would like you guys to investigate this, and I mean, we were low bidder by $20,000," he said, adding his firm had worked on other city projects and received no prior written concerns on past jobs.
City counsel responded that the city is not required to accept the lowest bid and that a number of selection factors were considered. The city noted a letter explaining the selection was included in the packet. Council members debated postponement but declined, citing an ARPA spending timeline and concern about delaying allocation; the motion to approve the contract carried.
