On first reading, the Taylor City Council voted 4–2 to conditionally rezone approximately 2.07 acres at 8715 Telegraph (the former Colosseum) from B-3 General Business to I-1 Light Industrial to allow a climate-controlled self-storage facility, subject to numerous conditions.
Planning staff described the project history: "They came in with 14 conditions...ended up with 34 total conditions. They limited their hours of operation. They have a heavy landscape, 20 foot buffer. They've limited waste removal from 5PM to 9AM. No outdoor storage," staff said. staff added the design includes lighting, screening and security measures intended to protect the surrounding neighborhood.
Councilmembers asked about the site's long vacancy, the anticipated tax impact from improvements and a request that existing concrete debris on the property be removed. The item advances to a second reading at the next council meeting; the first-reading motion passed on a roll-call vote of 4–2.
