"This is a brownfield plan for development of phase 2 of the Cypress Gardens residential project. It consists of 68 homes...it is an eligible property because of unsuitable soils on the site, buried concrete, rubble from previous uses," the applicant said, and told council the capture "is about $368,000." Councilmembers questioned whether capture would affect already-built parcels (staff said it would not) and pressed for contract provisions to ensure sidewalks and other infrastructure are completed if the developer’s single‑purpose LLC fails or walks away; staff indicated a reimbursement agreement, capped at four years, would be drafted for formal action.
