Board approves letter supporting Penn State resiliency-hub study; Administrator reports sinkhole at correctional facility

Quentin Burchfield asked the Board to approve a letter of support for Penn State University’s grant application to study whether county senior centers could function as resiliency hubs during natural disasters. Commissioner Amber Concepcion moved, Commissioner Steven Dershem seconded, and the Board voted unanimously to approve the letter.
Administrator John Franek Jr. reported that a sinkhole has developed along the roadway at the Correctional Facility; it has been taped off. He said work will proceed under an emergency order, the county will seek a contractor, and that under Resolution 1 of 2026 the Administrator may act on emergency situations up to $100,000 and will report back to the Board at a future meeting.
