Centre County reviews three water projects seeking CDBG funds; Board to decide Aug. 11
Summary
County staff reviewed three proposed water infrastructure projects seeking 2026 CDBG funding — Miles Township ($223,100; 199 households), Unionville Borough (phase 1 requests $266,079; phase 1 serves 51 households), and Mountaintop Regional Water Authority (requested $1,589,000; serves ~1,200–1,300 residents). Leslie Hosterman presented three water-infrastructure proposals under consideration for 2026 Community Development Block Grant (CDBG) funding and summarized available funds and next steps.
Hosterman said the total amount available for 2026 is $340,007, and after administrative costs the usable total is $278,857. Project requests presented: Miles Township Water Authority East requested $223,100 for a permanent emergency generator to maintain water infiltration and treatment during power outages and would serve 199 households; Unionville Borough requested $266,079 for a multi-phase waterline replacement (phase one replaces 410 linear feet and would serve 51 households; the full project would serve about 132 households); Mountaintop Regional Water Authority proposed replacing pressure-control infrastructure and installing pump mains with a project cost of $1,589,000 that was described as serving about 1,200 residents in one summary and about 1,300 customers in a clarification by Jim Yost.
Hosterman told the Board that committing at least 75% of the 2026 CDBG allocation would be required to make the county competitive for the larger Mountaintop project; SEDA-COG is completing demographic surveys with results expected by the end of the month and the Board will decide which project(s) to fund at the August 11 Board meeting.
