Tangipahoa Parish Council adopts ordinance amending non-compliance procedures and extends moratorium on certain facilities

The Tangipahoa Parish Council voted unanimously on July 13 to adopt two ordinances affecting local land-use and licensing procedures.
T.P. Ordinance No. 26-18, moved by Councilwoman Strader Cieutat and seconded by Councilman David Vial, amends Chapter 1 (General Provisions) to revise the parish’s procedures for addressing non-compliant uses and operations. The council adopted the ordinance by roll call with YEA votes recorded for Darrell Sinagra, Louis Joseph, Joe Havis, Buddy Ridgel, Joey Mayeaux, Lionell Wells, David Vial, Brigette Hyde and Strader Cieutat; John Ingraffia was absent.
The council also adopted T.P. Ordinance No. 26-19, moved by David Vial and seconded by Strader Cieutat, extending the temporary moratorium established under Ordinance No. 25-43 on the acceptance, processing and approval of applications under Article IX of Chapter 26 related to halfway houses, addictive disorder treatment facilities, juvenile detention facilities, live-in mental health facilities, sober-living homes and homeless shelters. The extension runs through Sept. 14, 2026. The roll call for this adoption matched the prior vote: nine YEA, one absent.

The council set no additional immediate administrative actions beyond adoption; implementation will follow the parish’s normal ordinance-recording and enforcement processes.
