Mashpee CPC reserves $144,347 for open space, historic preservation and affordable housing

The Mashpee Community Preservation Committee on July 28 voted to reserve 10% of its FY27 estimated Community Preservation Act revenue for each of the three statutorily required categories: open space/recreation, historic preservation and affordable housing. Chair Arden Russell told members the town accountant estimated total CPA surcharge receipts at $1,260,230: “So the total estimated CPA taxes that we'll receive is, 1,260,230,” and that after administrative deductions each 10% reserve comes to $144,347.

The committee took a single consolidated motion to create the three 10% reserves and completed a roll-call vote; the chair announced the allocation passed unanimously (8–0). Committee members discussed the relationship between the 10% reserves and the larger “budget for appropriation” (the remaining 70% of funds available for projects) and confirmed previously allocated administrative amounts. The committee noted that unspent appropriation amounts roll over and that the 10% reserve amounts are legally restricted to the category for which they are set.

Members said the reserves preserve statutory protections for open space, historic preservation and affordable housing while allowing the remaining funds to be used for project appropriations. The motion and roll-call result were presented to the town manager’s office so the items will appear on the town warrant as required.
