Only one bid received to publish Harvey County legal notices; Newton Kansan editor says he was not sent RFP

Harvey County’s Purchasing Office reported Dec. 16 that only one proposal — from Harvey County Now — had been submitted in response to the county’s Request for Proposal to publish legal notices beginning Jan. 1, 2026.
County staff said they will review the lone submission and return with a recommendation. Chad Frey, managing editor of The Newton Kansan, told the commission he had not received a copy of the RFP but acknowledged he was aware it was being distributed and that representatives from his paper attended earlier discussions.
The RFP sets minimum qualifications for a periodical published at least weekly, printed in Kansas, and with proof of paid circulation; it requests per‑column‑inch pricing and other operational details. Staff indicated they will review proposals and present a recommendation to the board by Dec. 30.
