Council approves rezoning of Cornell Street parcel despite neighbor concerns about screening wall

Taylor City Council voted to rezone a parcel on the east side of Cornell Street (between Van Born and Avalon) from single-family residential to vehicular parking after a presentation by planning staff and questions from council members about neighbor impacts.
Planning staff (speaker 14) provided maps showing the subject parcel and noted the owner also owns adjacent buildings; the applicant was not present. A nearby homeowner had submitted written opposition and told council she feared a parking lot and a brick wall would be installed a few feet from her side window. Council members asked whether a fence or masonry screening wall would be required and who bears the cost. Planning staff said any required screening will generally be the responsibility of the commercial property owner and that if the wall must sit in an alley or utility easement the two property owners must agree on its placement; the matter will be handled and reviewed by the Planning Commission before development can proceed.
Council approved the second reading and rezoning motion. Council members reiterated that property-line disputes are private matters and that surveys and the planning-review process will determine final placement of any wall or fence.
