At the work session, Ty Bryant explained that highway crew coverage of Transfer Station duties has been intermittent and that the Assistant Attendant is covering hours the foreman previously worked. Bryant proposed using highway crew members to mirror the attendant’s routine hours and requested that Friday through Sunday hours be payable at an overtime rate. Bryant told the Board the crew spends “an average of 3–5 hours at the Transfer Station weekly,” and emphasized the crew’s familiarity with Transfer Station responsibilities compared with a one-time public hire.
Administrator Courtney Delaney and Selectboard Chair Joanne Haight asked what alternatives had been considered. Delaney suggested exploring flexible schedules (for example shifting some hours into the standard 40-hour week) to reduce overtime. The Board asked Delaney and Bryant to develop a temporary arrangement, including applicant screening by the Road Agent and an interview with the Selectboard; the Foreman position will remain open until filled.
The Board discussed operational concerns including traffic flow at the Transfer Station and the handling of construction and demolition waste. No final staffing decision was made; the Board directed staff to return with a proposed temporary plan that balances coverage, overtime cost, and service continuity.
