Harvey County awards 2026 asphalt, microsurfacing and bridge contracts; low bids under budget

Harvey County commissioners voted Dec. 16 to accept low bids and award contracts for several 2026 pavement and bridge projects, pending routine staff review.
Road & Bridge Superintendent Jim Meier and engineering representative Dakota Leech opened the bids at the meeting. Three firms bid the county’s Hot Mix Asphalt (HMA) program; Pearson Construction LLC submitted the lowest base bid at $1,292,621.50 and the board voted to award that contract. One firm, Vance Brothers, submitted the low (and only) bid of $1,080,624.33 for the county’s 2026 microsurfacing program; commissioners approved that award. For the K‑15.9 bridge replacement, King Construction Company’s low bid of $1,136,406.36 prevailed and was approved pending final staff review.
Meier told commissioners the low bids for the HMA and microsurfacing programs were under the engineer’s estimate and within the amount budgeted, producing savings the county said could offset the K‑15.9 bridge project’s overage. All three contract awards passed unanimously.
