Neighbors press board over barking, puppies during permit hearing

Residents spoke at length about recurring barking and neighborhood tensions during the hearing on the special-use permit application for dog breeding. One neighbor described repeated calls to animal control, verbal warnings and videoed incidents, saying the complaints have been persistent. The board heard that the issue involves more than single incidents and that neighbors on both sides report dogs at fences and prolonged barking episodes.

The applicant (meeting participant) defended her conduct, said she responds “as soon as I hear it” and described steps she is prepared to take to reduce sight lines and limit dogs’ access to corners of the yard. “I understand the barking concern, but... I take care of it regularly,” the applicant said. Board members and staff discussed concrete mitigation measures — moving a shed, installing slats or other screening on a chain-link fence, and scheduling inspections — and folded those measures into the permit conditions the board approved.
