Chair moves to approve special-use permit for home dog-breeding with limits and inspections

Staff described regulatory limits and possible time-bound terms for the permit. A staff member noted that the town code sets a six-dog threshold that would normally trigger different regulation and suggested a fixed expiration or review date for the special permit (one example discussed was July 27, 2027). The board agreed several conditions should be written into the permit: the applicant must move a shed to reduce visibility and potential escape routes, install screening or fence slats as appropriate, ensure proper waste disposal, and submit to inspections by Cheryl every six months. The board also specified that if the number of adult dogs falls below the permitted level and an animal dies or is removed, the permit’s dog count must not be expanded beyond the condition.
The permit was described by the Chair as temporary and reviewable, with renewal to coincide with other special permits at year end. The approval followed extended discussion of neighbor complaints and applicant remedial steps; the permit includes the written conditions the board outlined and will be recorded in the town files.
