County approves amended road maintenance pact with Newton adding South Hillside

Harvey County and the City of Newton will formalize maintenance responsibilities for an expanded set of streets after the county commission on Jan. 6 approved an amendment that adds South Hillside (from E. 1st to SE 12th) to the city's maintenance obligations.
Road & Bridge Superintendent Jim Meier presented the updated agreement, which updates the November 2024 agreement to explicitly include the South Hillside segment. Meier said the City of Newton has approved the change; commissioners asked whether E. 1st east to Oliver Road would also be addressed in the future, and Meier replied that it has not been discussed but could be in the future as improvements occur.
Becky Reimer moved to approve the agreement "as presented," Terry Scott seconded, and the motion passed unanimously. The amendment clarifies routine maintenance responsibilities (pavement, ditching, signage and snow removal) for the listed segments and formalizes the process for annual consultation during budget planning.
