Finley said the proposed system is a Dura-Last vinyl roof with 1.5 inches of foam insulation and heat-welded seams, carrying a 30-year warranty. He explained the county used the TIPPS cooperative purchasing program to streamline procurement and potentially avoid hiring an architect, and said the program’s pre-bid work should save the county money over time.
