The Moderator told the committee that several landowners in the industrial area south of Oroville have petitioned to annex to the city and that the city is in the discussion phase. He said LAFCO (the Local Agency Formation Commission) has directed the city to address annexation within its sphere of influence and that the city must take responsibility for infrastructure in annexed areas, calling out storm drains, street drainage and curb-and-gutter deficiencies as the principal concerns.
Members discussed resident opposition in Thermolito, the logistical and fiscal burdens of annexation, and the LAFCO process. The Moderator described Virginia Street as a major problem that the city would need to "pick up" and repair if annexation proceeds. He also noted that some properties already in the city (Red Creek Estates) are ready for development (92 homes) and that other parcels have pending buyers, which complicates the fiscal calculus but provides a development opportunity. No formal annexation vote or direction was taken at the meeting; staff said studies are under way and that the Thermolito study was largely complete.
