Of the 8,508 needed units the report estimates 4,650 should be ownership units (4,144 single‑family, 506 multi‑family) and 3,858 rentals (2,207 single‑family, 1,651 multi‑family). Nearly half the DHHL need targets households earning below 60% AMI.
The HHPS notes these DHHL estimates use a distinct methodology from the statewide 64,490 figure because pipeline and land‑assignment data for DHHL projects are limited. The report recommends prioritizing neighbor‑island development where DHHL land is available and pairing construction with down‑payment support and alternative tenure models to match the financial constraints of many applicants.
