City audit review prompts request for nearly $500,000 in unclaimed TIB reimbursements

Interim City Administrator Cox told the Soap Lake City Council during its Sept. 4 meeting that an audit by accounting firm Clark Nuber has uncovered accounting issues that need correcting at the BARS coding level. Cox said the city "has formally requested nearly $500,000.00 from past TIB grant payments," describing those sums as reimbursements the city had not previously claimed.
Cox also reported that $200,000 was moved out of the Express Bill Account and back into city funds, and that a temporary employee, Karen Dillion, has been hired to organize documents and expedite proper record retention. Cox said all city job descriptions have been redrafted for uniformity and will be presented on the next council agenda for approval. He added two new Public Works hires will start soon and that a provisional eligibility list through the Civil Service Commission will supply the next hire.
Councilmember Gorman asked when the new garbage rates would take effect; Cox said he would check and report back. The administration characterized the steps as corrective actions tied to the Clark Nuber audit; the council took no separate action beyond receiving the report and directing staff follow-up.
