Selectboard Administrator Gig Zboray presented a replacement contract from the Windham County Humane Society after the town's previous contract expired June 30. The new agreement raises the annual fee from $442 to $509 (about a 15% increase), adds a requirement that the town pay $100 per animal per day after automatic surrender circumstances, limits holds to no more than eight days, and assigns 100% responsibility to the town for seizure-related costs. Zboray said she had checked with Animal Control Officer Doug Dix, who told staff the town does not benefit from the contract because "they have never been any help."
Because of concerns about the contract terms, the board voided check #31965 (a $509 payment to the Windham County Humane Society) as part of approving Payables Warrant #W2704 and directed staff to gather data on how many residents dropped off animals at the Humane Society in the last two years; the topic will continue at the next meeting.
